  1. feat: Add cloudquery platform onboard CLI command 

    Provisions a platform tenant via the cloud API so users can sync data
to their CloudQuery Platform from a local CLI. Polls until the tenant
is active (1-2 min), then prints the platform URL and example config.
Gated server-side by the platform-destination-enabled LD flag.
