This pull request updates several project dependencies. It bumps the commit overrides for rules_angular, devinfra, and rules_browsers in MODULE.bazel, updates the Chrome and ChromeDriver versions to 151.0.7873.0 in MODULE.bazel.lock, and updates the @angular/ng-dev dependency in package.json.
